Rules for Provision of Financial Aid
GENERAL FOUNDATION TERMS AND CONDITIONS
1. DEFINITION OF TERMS
GOOD ANGEL SYSTEM – A Charitable Humanitarian System of Civil Financial Assistance, targeting voluntary donors across the Czech Republic who are willing to make regular monthly contributions to families with children, in which the mother, father or a child is fighting cancer, or where a child suffers from another serious and long-term illness (for more information, please see below), and where the family is in financial distress as a result of the disease.

DONOR, GOOD ANGEL (the “Donor”) - An individual or legal entity who has decided, of their own accord, to assist people suffering from illness and their families by way of a monetary donation (contribution by the Donor) within the meaning of the Civil Code.
BENEFICIARY OF FINANCIAL ASSISTANCE (the “Beneficiary”) - An individual (or their statutory representative) suffering from an oncologic or other serious and long-term pediatric illness, who is registered in the System. The Beneficiary receives a donation given in the form of regular monthly payments by Donors through the GOOD ANGEL System.
COOPERATING MEDICAL SPECIALIST - A medical specialist who helps select Beneficiaries.
GOOD ANGEL PERSONAL ACCOUNT (the “Angel Account”) - An account on the website www.dobryandel.cz, which is opened for each Donor so that they can check when their financial aid is credited to the GOOD ANGEL System and when and to whom it is subsequently allocated.
ANGEL ID - A unique identification number for each Donor, which in addition to a password, enables the Donor to access their Angel Account. If contributions are made by payment order, the Angel ID is also used as a variable symbol in order to match the contributions to the Angel Account.
2. CORE PRINCIPLES OF GRANTING FINANCIAL AID
The GOOD ANGEL System provides regular humanitarian financial assistance to people without regard to ethnicity, religion or political affiliation. The assistance is intended for families with children who are in financial distress because a member of the family has become ill with an oncological illness or a child is suffering from another serious and long-term illness (for more information, please click below) and who have fallen into a difficult life situation due to these health complications, especially those where the parent has had to limit or quit his or her work or business, the family has incurred increased expenses not covered by public health insurance or income and donations from other non-profit organizations, the state, etc.
Donors regularly credit an amount of their choosing to the account of the GOOD ANGEL System each month. At the end of each calendar month, the computer system automatically redistributes all of the financial contributions received to the Beneficiaries, so that the Beneficiaries each receive an approximately equal amount.
A contribution to the Beneficiary means in particular a monetary (but depending on circumstances also other) benefit received by the Beneficiary from the GOOD ANGEL System. Financial contributions to the GOOD ANGEL System to be redistributed to Beneficiaries may also come from sources other than Good Angels (such as anonymous payments, interest accrued on accounts, and the like). Such financial means are distributed to Beneficiaries on equivalent terms as contributions received from Good Angels.
The three Pillars of the GOOD ANGEL System:
1. To the last cent®
All monetary contributions received from GOOD ANGELS in a given month are allocated by the GOOD ANGEL System equally to the families in need down to the last cent as early as the first business day of the following month. All operating costs of the foundation are covered out of private funds of the founders and other philanthropists who specify that their contributions are solely to be used for the operation of the System.
2. You know who you are helping
Each Donor - Good Angel - automatically, upon registration, gets access to their Angel Account, where they can check who the actual amount helped, and read the life stories of the families who receive their contributions.
3. You provided help regularly
The treatment of serious illnesses is a long-term endeavor. This means that the families of the Beneficiaries need regular contributions from Good Angels to cover treatment-related costs and to compensate for reduced income each and every month.
3. SELECTION OF BENEFICIARIES
Beneficiaries of financial assistance are selected with the assistance of Cooperating Medical Specialists and social workers in hospitals, who receive Applications for Financial Assistance both in printed and electronic form (the “Application”) from the GOOD ANGEL System. Once the Cooperating Medical Specialist has selected a patient who meets the below-specified criteria and has signed the Doctor’s Recommendation (which forms part of the Application) and the patient has completed the Application in full, the patient who meets the criteria is automatically placed among the Beneficiaries of Financial Assistance without any further review.
Ill patients may also apply for financial assistance directly with the GOOD ANGEL System by telephone or in writing via its mailing or e-mail address or in another manner. In such a case, the patient will receive the Application, as agreed, by e-mail or post. The eligibility of the Application is then confirmed by a Cooperating Medical Specialist.
Families with children may receive financial aid as early as the month following the month in which the GOOD ANGEL System received their Application confirmed by the doctor.
Each Application is time limited and to remain in the GOOD ANGEL System it has to be renewed every 6 months by submitting a new (renewal) application. The GOOD ANGEL System invites the Beneficiary before their Application expires to renew the Application within a reasonable time limit. An application for renewal must once again be confirmed by the Cooperating Medical Specialist. On the day on which the renewal application is submitted, the Good Angel System will treat the renewal application as an Application within the meaning of these General Foundation Terms and Conditions (the “Rules”).
Participation in the GOOD ANGEL System and provision of regular financial assistance are discontinued if the requirements or obligations specified in the Application or in these Rules are not met, if the Application expires, if the patient has been cured, or if the patient passes away. In the latter case, the GOOD ANGEL System continues to provide financial aid for six months after the patient’s death, without the need to submit a renewal Application.

The following families with dependent children are identified as eligible for the humanitarian system:
- Families in financial distress as a result of the disease, or
- families in which the father or mother has a serious illness, or
- families with a dependent child under their care who has a serious illness,
- and meets other criteria.
The term of aid provided to patients suffering from oncological diseases may be prolonged in the case of permanent effects or post-treatment complications. The term of aid in the case of other serious illnesses may be prolonged up to 26 years of age of the child, where disability pension is not granted to the child or its amount is less than CZK 6 thousand (subject to all other aid eligibility requirements having been met concurrently).
If a Beneficiary no longer meets the specified criteria for aid, they shall be excluded from the System. The Good Angel System may call upon the Beneficiary to confirm that they meet the criteria or conditions specified in the Application or in these Rules also outside of the regular renewal application. The Beneficiary undertakes to submit such confirmation, or their statement to the GOOD ANGEL System in a reasonable time. The GOOD ANGEL System is entitled (in order to avoid excessive administrative burden) to waive the renewal Application if there is a period of 2 months or less between the term of the preceding Application and the planned termination of aid provided to the Beneficiary.
4. ALLOCATING BENEFICIARIES TO DONOR’S FINANCIAL AID
The key goal of the GOOD ANGEL System is to secure the regular and equal distribution of financial aid, so that each month all Beneficiaries receive an approximately equal amount. Each month, the computer system automatically allocates Donor contributions to Beneficiaries. Donors are entitled to request that their contributions continue to be allocated to the same Beneficiary.
5. METHOD OF REMITTING FINANCIAL AID TO BENEFICIARIES
All financial contributions received in the GOOD ANGEL System in a given month are allocated among the Beneficiaries on the first business day of the following month. For example, contributions to the GOOD ANGEL System credited to the bank account of GOOD ANGEL by August 31st will be identified as “August contributions”, and will be distributed among the Beneficiaries and sent to them on the first business day in the month of September.
Contributions are paid out to Beneficiaries by wireless transfer or, in exceptional cases, by sending a postal money order. Any charges for the sending of a postal money order are borne by the Beneficiary.
If the Beneficiary fails to provide, in a reasonable time, a renewal application or other documents required for the assistance to be extended, the following monthly contribution is awarded to the Beneficiary, but the payment of such contribution is suspended until the required documents have been provided. In justified cases, the payment of financial aid may be suspended several times, such as in case of a pending court decision on custody.
If the GOOD ANGEL System fails to deliver a financial contribution to the Beneficiary, or the Beneficiary refuses to accept it or the Beneficiary returns it, such contribution will be provided to another Beneficiary in distress. Such extra contribution may be granted to each Beneficiary only once during the time they participate in the GOOD ANGEL System.
6. METHOD OF RECEIVING FINANCIAL AID FROM GOOD ANGELS
A Donor may make contributions by way of direct deposit to the account of the GOOD ANGEL System by one-time payment orders or by standing orders with their bank, postal money orders (PMO, Type A), through mobile phone operators, or by one-time or repeated card payments. In making payment orders, it is necessary to specify the Angel ID as the variable symbol. If the variable symbol is not specified, or it is specified incorrectly, the Donor will not see such contribution in their Angel Account. Any contribution lacking a variable symbol will still be allocated among the Beneficiaries, but within the GOOD ANGEL System it will be recorded as a contribution from an anonymous Donor. Contributions in the Angel Accounts of Good Angels will be displayed with a time delay, depending on the length of time it takes for the interbank transfers or PMOs to be completed and for the contributions to be processed and credited to the account within the GOOD ANGEL System or for the payments to be transferred from Mobile Operators. There is no minimum or maximum amount of the regular monthly contribution, so it is entirely at the Donor’s discretion. By remitting the first contribution or by completing the Registration on the GOOD ANGEL website, the Donor undertakes no obligation to make such contribution for any specific time period. The amount of the contribution from the Donor may differ each month. Regular monthly contributions may be discontinued, terminated, or resumed at any time.
To prevent significant fluctuations in the financial contributions received by the Beneficiaries of Financial Aid in individual months, the GOOD ANGEL System is entitled to redistribute single-payment contributions exceeding CZK 30,000 within the System over time, in particular, in 12 allocations within the period of 12 months after receipt of such amount.
System GOOD ANGEL is entitled to redistribute potential single-payment contributions exceeding CZK 3,000,000 within the System over time, in particular, in 36 allocations within the period of 36 months after receipt of such amount. In case of extraordinary contributions exceeding CZK 30,000,000 is System entitled to redistribute them in 60 allocations within the period of 60 months after their receipt.
7. PERSONAL DATA PROTECTION
The GOOD ANGEL System always processes personal data in compliance with the laws in force, i.e. in particular Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016, on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation), and Act No. 110/2019 Coll., on Personal Data Processing.

8. FINAL PROVISIONS
By remitting the first financial contribution, or upon registration, and, in the case of a Beneficiary, by completing and signing the Application for Financial Aid, the Donor and the Beneficiary, respectively, represent that they have thoroughly acquainted themselves with the Rules for the Provision of Financial Assistance and consent to the same.
The Beneficiary represents that the information specified in the Application for Financial Aid by the Beneficiary is complete and true. In addition, the Beneficiary agrees to being provided with the financial assistance pursuant to the Rules. The Beneficiary acknowledges that the same has no legal title to the financial assistance. Further, the Beneficiary acknowledges that if they withdraw their consent to the processing of their personal data or to the disclosure of their personal data to the people whose financial contribution they will receive, the Beneficiary cannot be provided with the financial aid.
The Beneficiary is aware that they may be excluded from the System if they breach the requirements and obligations specified in the Application or in these Rules, i.e., in particular, if they fail to use the contribution to mitigate the financial distress of the family, neglect the care for the children, or fail to follow treatment or rehabilitation procedures prescribed to a patient in respect of whose illness the contribution is provided, or if they fail to report in a timely manner any significant changes that may have effect on the distribution of assistance (address, telephone number, bank account, a change in the state of health, a change in diagnosis, etc.), or if they cease to communicate with the Good Angel System.
Unless the Beneficiary proves otherwise in the individual case, a breach of the obligation to properly engage in childcare shall be understood to mean, in particular (but not be limited to), (i) any neglect toward the care for a child who is or should be in the care of the Beneficiary or with whom the Beneficiary lives in a joint household, (ii) any use of addictive substances by the Beneficiary or by anyone living with them in a joint household or otherwise being involved in the care for the child, (iii) spending funds available to the family (whether or not these funds originate from the Contribution) on gambling activities, or (iv) using the Contribution or other funds of the family to cover large-scale expenses which are manifestly unrelated to childcare.
GOOD ANGEL meets its obligations under Sections 358 and 359 of the Civil Code, which require that it specifies in Annual Reports the Beneficiaries that received a contribution in total exceeding CZK 10 000 per year, and the Donors (Good Angels) that donated amounts exceeding CZK 10 000 per year. In the Annual Report, the Beneficiaries, or Good Angels are specified by name and surname, along with the total annual amount received, or donated, respectively. Beneficiaries and Good Angels are hereby notified that they have the right to require GOOD ANGEL to keep the same anonymous by submitting a request in writing to GOOD ANGEL prior to the approval of the Annual Report for the relevant calendar year.
The Beneficiary acknowledges that participation in the GOOD ANGEL System and acceptance of a Contribution may require certain obligations to be met under applicable Czech laws. Consequences of any failure to meet any of Beneficiary’s obligations arising under the Charter and Statutes of GOOD ANGEL, Application and these Rules and any other arrangements between the Beneficiary and GOOD ANGEL, in particular the obligation to return the Contribution to GOOD ANGEL, are primarily subject to the Civil Code.
In order to alleviate Beneficiary’s situation, GOOD ANGEL may (if the Beneficiary so wishes) assist the same to meet their obligations under Act No. 586/1992 Coll., on Income Taxes (the “Income Taxes Act”), in particular to issue to the Beneficiary, upon their request, a certificate on the Contribution disbursed. The Beneficiary acknowledges that any assistance from GOOD ANGEL shall not release the Beneficiary from their obligations, as may arise to the same under the Income Taxes Act and related legal regulations.
These Rules for the Provision of Financial Aid are effective as of October 1, 2011, and the updated effective wording (last updated on August 2, 2024) is available at www.dobryandel.cz.

General Instructions
When making a payment order, it is necessary to specify the Angel ID as the variable symbol. If the variable symbol is not specified, or it is specified incorrectly, the Donor will not see such contribution in their Angel Account. Payment of Contribution by Cards
Card payments may be made as one-time or standing payments. VISA (VISA, VISA Electron) and MasterCard (MasterCard, Maestro) payment cards are accepted.
When making a payment, you will be requested to enter your Angel ID. Once you have entered it, your contribution will be displayed in your Angel Account. If you wish to make an anonymous contribution, please enter 11111111.
After entering your Angel ID, or, as the case may be, after entering the number 11111111 for anonymous contributions, you will be requested to specify the amount of the contribution. You may then specify whether you wish to send that amount repeatedly or just once (regular monthly payments are defined as the default setting, so if you prefer a one-time payment, please change the setting in the Main Options).
Standing payments by card will be performed as specified by the Donor at all times as of the 20th day of the month (if such day falls on a non-business day, the payment will be made on the business day immediately following), with the exception of the first month in the cases in which the Donor already made the initial payment in the given month using the same card (with the decisive day being the day on which the Donor approved the first transaction, rather than the day on which such payment was cleared by the bank). Standing payment may be cancelled by the Donor by sending an e-mail from the e-mail address registered to their Angel Account to the e-mail address [email protected]. Standing payment will be cancelled no later than as of the 1st day of the month following delivery of such e-mail to the specified e-mail address of GOOD ANGEL. The Donor will be informed by e-mail of the cancellation.
GOOD ANGEL may cancel one-time or standing payments in the value of up to CZK 20/month due to high transactional costs connected with their processing. The Donor will be informed by e-mail of the cancellation of such payment or by direct webpage message. This obligation does not extend to donations from anonymous donors as defined in Article 5 of these Rules.
Contributions received by means of card payment will be displayed in your Angel Account in the month in which the payment is credited to the account of the GOOD ANGEL System. Such month may differ from the month in which your bank initially blocked the sum (up to one week may pass between the blocking and crediting of the payment).
The contributions so received, together with other Contributions, will be distributed among the Beneficiaries in the month following the month in which the payment was received in accordance with the general rules. Just as in the case of other Contributions, also in this case, the GOOD ANGEL System always allocates 100% of the value of the payment received in its bank account.
A payment already performed may only be refunded or corrected by the end of the calendar month in which the payment was received in the account of the GOOD ANGEL System (after which the money has already been sent to the Beneficiaries). A Donor’s refund request is only valid when sent by e-mail from the address registered to the Donor’s Angel Account, and delivered to the e-mail address [email protected] at least 5 business days before the end of the respective month. Anonymous contributions cannot be refunded or corrected.
